Can I make my plan payments by cash or credit card?

The Trustee's office only accepts money orders or certified checks.

I received a document signed by the Trustee's Staff Attorney and I have a question about it.  Can I talk directly to the Staff Attorney?

Not if you are represented by your own attorney.  The Staff Attorney represents the Trustee, not you, and the disciplinary rules for lawyers prevent the Staff Attorney from talking to debtors who are represented by counsel.
